环境影响评价中清洁生产分析的等级划分

摘    要:清洁生产已纳入建设项目环境影响评价中,但往往由于没有具体的实施标准和技术导则,使环评中的清洁生产论述缺少系统性和规范性.本文以辽宁省建设项目环境影响评价为例,在分析环评中清洁生产论述存在问题的基础上,提出了建设项目环评中清洁生产分析等级划分标准,明确了工作内容和评价方法,并进行了实例验证.

Abstract:This article aims to introduce the authors' criteria on CP production classification and the related methods by using EIA for the construction projects in Liaoning Province. Based on the problems involving CP in the process of EIA, the paper adopts the analysis method of life cycle in identifying six indicators, for example, the use of resource energy, the work contents as well as the assessment measures. As we know, Environmental Impact Assessment (EIA) is the key measure for new pollution control so as to heighten the quality of environment. In order to perform the functions of the EIA system more fully, at present, it is necessary to incorporate the concept of Cleaner Production (CP) into EIA for the construction projects. However, due to the shortage of specific CP evaluation standards and technical guidelines, there does still not exist systematic criteria in dealing with CP in the process of EIA. The study results of this project helps to standardize related indicators, classification standards and assessment methods of EIA for the purpose and provide scientific basis for EIA staff and environmental workers to make scientific decisions. At present, the classification criteria on CP identification mentioned in this study has been applied in the EIA for the construction practice in Liaoning Province.
