长江流域中游地区的治水策略与可持续发展

分析了近年来长江流域中游地区洪灾频敏 提出了发生且愈演愈烈的原因，指出流域生态环境的恶化是灾害形成的根本原因，主要表现在：上游地区的水土流失日益严生长江中游的江潮关系严重失调。提出了现阶段相应的治水对策措施，并强调了治水在区域可持可续发展中的重要作用。

THE TACTICS OF WATER CONTROL AND SUSTAINABLE DEVELOPMENT IN THE MIDDLE REACHES OF CHANGJIANG RIVER

As flooding and waterlogging in the middle reaches of changjiang valley is becoming frequently and harmfully in the last decade of this century, the causes of floods and tactics of itS prevention are discussed in this paper. The main cause of floods is the worsened environment of the whole valley of the river with the strengthened human activities, which exists in the serious soil erosion with the destroy of the forests in the upper reaches and the worsening of relation between the river and lakes with the over reclamation of the lakes in the middle reaches. According to the flooding reasons and the situation of floods recently, the suggested tactics divide the control process into three stages as "taking storage of flood first; taking both flood storage and flood discharge as the same level; taking flood discharge first". The situation of flood control in the middle reaches is in the first stage at present. In order to keep sustainable development in this area, several countermeasures are provided, including strict prohibition of reclamation, returning lake from reclaimed fields and establishment of the construction of the storage and discharge areas in the middle reaches.
