| 摘 要： | 战略环境评价作为科学决策的重要组成部分,是有效实现经济、社会、环境效益最大化的必要手段,符合可持续发展理论,是贯彻落实科学发展观的制度体现。文章论述了中国战略环境评价制度的产生,并针对目前在战略环境评价制度认识上的不足,环境保护机构不能在宏观决策中发挥应有的作用,公众参与的有效性不足,战略环境评价制度设计中的缺陷等问题,从理论和实践上提出了相应解决方法,为中国战略环境评价制度研究提供了参考。
