| Abstract: | This paper addresses problems of marine environment protection in Russia, with an emphasis on the legislative and institutional basis for protecting the seas from oil pollution. The status of the Black and Baltic Seas is described, together with the relevant technical, organisational, and economic elements. As an example of a comprehensive approach for tackling the problems under consideration, we present briefly the 'Complex programme for the prevention of marine pollution caused by ships and ports activity', recently elaborated by a broad Russian expert group. |
