Abstract:This paper summarises the findings of an Intergovernmental Panel on Climate Change (IPCC) Expert Meeting on Methods for the Assessment of Inventory Data Quality held in Bilthoven, The Netherlands, 5–7 November 1997. Under the Kyoto Protocol of the Climate Convention, reliable inventories of national greenhouse gases (GHG) are needed for verifying compliance. Four approaches are suggested for assessing and improving the quality of greenhouse gas inventories: inventory quality assurance; inventory comparisons; model comparisons; and direct emission measurements. The paper presents recommendations for improving the quality of emission estimates of carbon dioxide (CO2), methane (CH4), and nitrous oxide (N2O).
