亚太区域持续发展与空间技术合作

随着世界经济多极化与区域重新组合,亚太地区经济日益繁荣,异常活跃。利用空间技术进行资源勘探与开发、环境监测与保护的需求不断增长。特别是巴西召开世界环境与发展大会之后,提出了《21世纪议程》,亚太地区许多国家和国际组织采取新的政策,积极参与近几年对空间应用的国际合作。反映了充分发挥现有空间应用潜力、加强空间应用、促进区域社会经济持续发展的共同愿望。

SPACE APPLICATION AND SUSTAINABLE DEVELOPMENT IN ASIA AND THE PACIFIC REGION

Along with the polycentralization of international economy and regional realignment, the Asia-Pacific economy is thriving and prospering day by day. The demands for resources exploration and development, environmental monitoring and protection using space technology are increasing. Especially, since United Nations Environmental and Development Congress held in Rio de Janeiro of Brazil, many countries have made their action programs correspondingly based on the "Agenda 21". In accordance with the two themes on Development and Environment of global concern, many countries and international organizations in the Asia-Pacific region have been taking some new policies, and are participating in and appealing for the international cooperations in space technology. Whether or not having the abilities of space technology, these countries have expressed the common aspiration for making full use of space application potentiality and strengthening space application to improve regional sustainable development of society and economy. This paper discusses the necessity, possibility and future of international cooperation and proposes the pilot programs that should be implemented immediately. This paper includes four aspects:1) cooperation and application of space technology; 2) environmental monitoring, disaster prevention and control, and natural protection of Mon soon Asia; 3) investigation and exploration of the West Pacific Ocean; 4) sustain able development of society and economy in Asia and the Pacific Region. Differences in economic development and space application, existing among countries and regions, are formed for some historical reasons and need to be eliminated in the historical process. They can be narrowed by the common development of productivity. The Asia and Pacific economy is interdependent, mutually beneficial and promoted by each other. We should have a great historical sense of responsibility to grasp the opportunities, enhance the application of space technology, and keep a relatively high speed of economic development in the Asia-Pacific region. If some of the application techniques can be quickly developed, we should try to create the opportunities for these. Each country should proceed from its own actual conditions. The experience of China shows that the development of economy and space technology application can't be fulfilled only by increasing the capital investment, enlarging the scale and conducting new projects, but by making full use of new technology, tapping the latent power, optimizing the economic structure, improving the management and trying to improve the productivity in the light of technological progress.
