铁路安全预警系统的研究与设计

铁路安全预警系统是向铁路企业安全监察部门提供辅助安全管理决策服务的管理信息系统。该系统在充分利用现有铁路企业信息资源的基础上 ,运用现代安全系统工程的理论和方法 ,对铁路安全监察部门所掌握的数据资料进行加工处理 ,分析预测铁路运输生产系统的安全状况与不利因素 ,从而在管理决策层次上实现铁路安全监察对铁路安全事故的超前预防与控制。笔者全面阐述了该系统的设计背景、设计思想 ,并对系统的信息平台以及逻辑设计进行了详细的分析。铁路安全预警系统的实施 ,将对实现铁路企业安全监察工作信息化、科学化、现代化起到积极重要的推动作用。

Study and Design of Railway Safety Pre-warning System

Railway safety pre-warning system is a management information system providing assistant decision-making service for all levels of safety inspection department in railway enterprise. The system fully utilized the existing information resources in railway enterprise, and the data held by railway safety inspection departments were processed by theories and methods of modern safety system engineering. Then analysis and prediction of safety situation and unfavorable factors in railway transportation system were made, the results of which could provide prediction and pre-warning of potential accidents to the decision-making level in railway management department. The design background and concept of this system were described. The data communication and save mechanism as well as its logical design were analyzed in detail. Implementation of this system would greatly promote the work safety departments in railway enterprise to be more informative, scientific and modernized.
