中小企业安全管理现状调查与对策研究

近年来,中小企业迅猛发展,为推动经济发展和社会进步发挥了重要作用,与此同时,中小企业安全生产问题也日益突出。为了摸清中小企业安全生产现状,探索有效的安全生产监管办法,江苏省某市在其辖区范围内,选择建筑、化工、非煤矿山、机电4个行业的100家中小企业,就其安全生产状况进行调查。其结果表明:大多数中小企业安全管理基础工作不扎实;安全管理水平普遍不高;不同行业企业间安全投资水平差距较大。针对中小企业安全管理存在的问题,提出了相应的对策:提高中小企业全员安全意识和安全素质;有效促进企业加大安全投资;推行注册安全主任制度;建立市场准入和退出机制;培育安全生产中介组织等。

Current Safety Management Status in Middle and Small-sized Enterprises and Its Countermeasures

The middle and small-sized enterprises (MSE) have been developing rapidly in recent years and playing important role in economic development and social advancement. Meanwhile, the problems of work safety in MSEs have become more and more serious. 100 MSEs in construction, chemical, non-coal mine, electro-machinery and electronic industries were investigated by governmental agency in a city of Jiangsu. The results show that the basic works of safety management are not well implemented and the level of safety management is rather low in most MSEs; there are gaps in safety inputs among enterprises of different industries. Finally, the countermeasures for improving the safety consciousness and quality of staff, stimulating safety investment, implementing certified safety officer, setting up market access and withdrawal mechanism and developing social intermediary agents are proposed.
