构建食品安全供应链协调管理系统研究

在分析我国食品安全监管工作现状的基础上,提出我国构建食品安全供应链协调管理系统的必要性。对食品供应链协调管理理论与实践进行研究综述,构建食品安全供应链协调管理系统框架,该系统含有2套自适应的子系统,即低成本常规食品安全管理系统和高成本食品安全突发事件控制预测系统。探讨该系统构建的目标、构成、协调机制和实现途径等,以期通过供应链内、外部的交叉连接、协调与交流、自适应调整,实现食品产业供应链一体化全流程的安全监督与控制,达到全面、综合协调管理的目的。

Research on Coordination Management System of Food Quality Security in Supply Chains

Based on brief analysis of current circumstances of food supervision and management in China,the necessity of constructing China's coordination management system for food quality security in supply chain is discussed.Then,the theories and practices of coordination management in food supply chain are overviewed synthetically.On the above basis,a framework of coordination management system in food supply chain for the purpose of food quality safety is conceived,which uses two self-adaptive sub-systems,namely Routine Food Security Management System with Low Cost and Food Security Accident Control System with High Cost,to estimate the safety level of the food supply chain and forecasts the possibly emergency accidental food safety problems.At last,the aim,structure,coordination mechanism and implementation approach of the system are also discussed so as to synthetically achieve the integral supervision and control of food safety through internal and external cross connect,coordination and communication and adaptive adjustment among supply chains.
