在分析我国基准地震台站的特点和现状的基础上 ,提出我国基准地震台站的定位应是监测、预报、科研一体化的野外实验基地 ;基准地震台站的发展目标应是建立世界一流地震台站。此外 ,还从强化基准地震台站管理、更好地实现发展目标的角度 ,就基准地震台站领导体制、管理体制、资源优化配置、激励措施等方面的深化改革进行了探讨

Discussions on deepening the reform of Chinese standard seismological observatories

Based on an analysis of the features and present situation of Chinese standard seismological observatories, it is suggested that Chinese standard seismological observatories should be built into field experimental bases integrating the monitoring, prediction and scientific research of earthquakes as a whole. The development objectives of standard seismological observatories should be to become first-class seismological observatories of the world. In addition, discussions are made on deepening the reform of the leadership system, the management system, the optimum source distribution, the stimulating measures etc. of standard seismological observatories, from the pointview of strengthening the management of standard seismological observatories and realizing their development objectives better.
