| 摘 要： | 与发达国家相比,我国高速公路交通事故应急救援体系很不完善,针对体系中存在的一系列问题,结合我国高速公路交通的实际情况,提出了构建我国高速公路交通事故应急救援体系的思路,给出了应急救援体系的构架,并对该救援体系各要素、构建和运行中的关键问题分别进行分析和研究;最后从应急救援体系的硬件和软件两方面提出了我国高速公路交通事故应急救援体系构建和运行的保障措施。

| Abstract: | Comparing with developed countries, the emergency rescue system for traffic accident on expressway in China is rather imperfect, Aiming at the problems existing in the emergency rescue system, and ccmbining the realistic situation in China, the concept and structure for constructing the emergency rescue system for traffic accident on expressway are suggested. The composite elements and key problems in construction and operation of the system are analyzed and studied. The safeguard measures in construction and operation of the system are put forward from the needs of hard-wares and soft-warns of the system. |
