| 摘 要： | 控制船舶压载水传播外来生物是目前国际海事组织立法热点之一。外来生物作为船舶污染物与以往认定的船舶污染物无论从性质还是控制方法都有很大的不同，这给立法和管理都提出了新问题。文中从这一立法的现状，发展趋势及相关的若干问题展开讨论。
