调整污水超标排污费标准是环境管理的需要

本文从目前我国水污染现状、污水超标收费现状以及现行收费标准的缺陷出发,论述了调整污水超标排污费标准的必要性以及调整收费标准是以制定收费标准五项原则为依据,经过科学计算,多方案选优及优化分配各污染物征收负荷后提出了推荐收费标准,对推荐的收费标准作了经济分析;对推荐收费标准实施的意义作了说明。 

Adjustment of the Standard of Pollutant Discharge Fees is Necessary for Environmental Control

After analysing the present state of water pollution in our country and the present standard of collecting fees for discharging excessive pollutants in waste water with its defect of in practice, this paper deals with the necessity of adjusting the standard fees; presents the recommendation based on the five principles, with scientific calculation, optimization of alternatives and reasonable distribut ion ofpollutant load; and analyses the economy and the significance of recommendedstandard.
