| Abstract: | Disaster and accidents in our country are serious, complicated and varied. They take place like a chain and result in a great of damages. The existing organizational structure, mechanism and legal system for disaster prevention and reduction in our country can not satisfy the prevention and reduction of disaster. It is necessary to improve the system to meet the need of the present social and economic development. |
