摘    要:在中国,废铅酸电池的环境污染问题越来越引人关注,原因之一在于缺乏完整的回收体系。目前回收完全由市场利益驱动,环境监管部门无法获得回收、运输、集中与贮存各个环节的废物流向信息,也无法实现生产者责任延伸。目前深入地应用环保物联网技术在全国范围内形成铅产业链,加强铅酸电池生产与再生的产业互补合作,同时配套积极的资源环境税与退税机制,对提高铅酸电池的全过程污染防控体系管理水平具有重要作用。

Abstract:The environmental pollution caused by waste lead - acid batteries in China has become more and more concerned, one of the reasons is shortage of the integral recycle system. The recycling system is now driven by commercial interests, and the detail information in all procedure of waste collect, transport, concentrate and storage cannot be obtained by the environment supervision institutions, resulting in difficulties in realizing extended producer responsibility(EPR). This paper suggests that internet of things (IOT) in environment pollution should be promoted to form the industry chain in China, and optimize cooperation between the lead - acid battery production and regeneration. A positive resource and environmental tax rebate mechanism should be established at the same time. It play an important role to enhance the management ability of pollution prevention and control sys- tem during all procedures of waste lead - acid batteries.
