电力企业安全生产党政责任指标体系构建及量化研究

摘    要:根据“党政同责、一岗双责、失职追责”的安全生产责任落实要求,为了划清电力企业行政正职与党组织负责人安全生产责任,分析电力企业安全生产责任研究现状,结合电力行业特点,设计电力企业党政安全生产责任指标体系,应用层次分析法确定责任体系指标权重。结果表明:以电力企业党政安全生产责任指标体系为基础得到的党政责任权重并不相同,行政正职所占权重明显大于党组织负责人,其中,安全宣传教育活动全员参与率为党组织负责人责任落实首要指标,重特大生产安全事故发生情况为行政正职最重要的指标。应通过明确党政安全生产责任侧重点,实现权责对等,达到同责要求。

Abstract:Based on the requirements in responsibility implementation of work safety that "party and administration with same responsibility, each post has two responsibilities, those who have dereliction of duty are held accountable", in order to draw a clear line of work safety responsibilities between the chief executive leadership and the party organization responsible person in electric power enterprise, the current status of research on work safety responsibilities in electric power enterprises was analyzed. Combined with the characteristics of electric power industry, an index system for party and administration responsibility about work safety in electric power enterprise was designed, and the AHP method was used to determine the index weight of responsibility system. The results showed that the obtained weights of party and administration responsibility based on the index system are not the same. The weight of the chief executive leadership is obviously larger than that of the party organization responsible person. The whole staff participation rate of safety propaganda and education activities is the leading index of responsibility implementation for the party organization responsible person, while the occurrence of serious work safety accidents is the most important index for the chief executive leadership. The emphasis of party and administration responsibility about work safety should be made clear to achieve the accordance of rights and responsibilities and meet the requirements of same responsibility.
