地区发展差异与湖北省可持续发展战略

湖北省的经济发展水平与全国其它地区存在着较大的差异,从全国范围看,湖北省多年一直处在中等偏下的水平,而在长江流域,近年湖北省一下游省市的差距在迅速扩大;在中心地区各省中,湖北则相对领先。

REGIONAL DIFFERENCE IN DEVELOPMENT AND THE SUSTAINABLE DEVELOPMENT STRATEGY OF HUBEI PROVINCE

The difference in economic development is quite big between Hubei province and other areas of China. In fact, the economic development level of Hubei was below the medial level of the whole country in recent decades, and the gap between it and the lower reaches of Changjiang River enlarged rapidly in recent years. Yet among the provinces around it in central China, Hubei takes the lead. The formation of the gap resulted from long-time evolution and interaction of factors such as the basis of development, regional and natural conditions, historical, cultural and social background, state policies and world economics circumstances. It can be expected that the gap will continually enlarge in the foreseeable future, but this trend will slow down after 2010. The relative tardiness has greatly affected the sustainable development of Hubei by changing the flow and recombination of resources, structure and allocation of industry, circumstances of market competition, etc. So the development strategy of Hubei should be changing the mode of economic development from quantity expansion to quality growth by giving full play of its strong points to offset its weaknesses.
