Abstract:Tihe paper argues that the ecological degradation is the most important human disaster inducing factors for China's flood and drought disasters. Elements of ecological degradation include deforestation,erosion,and river system silting.Three sorts of disaster causing functions can be constructed in terms of natural and human disaster inducing factors,and among them the function with a relative value form is much simpler and more pragmatic than the others. Furthermore, this function is used to measure the effectiveness of ecological degradation on causing China's flood and drought disasters in the 1990s.
