原油油库的安全评价

摘    要:采用安全检查表和风险矩阵的方法,对某原油油库进行了安全评价。分别介绍两种方法的要点和实施办法。在安全检查表法中,通过资料收集和现场调查确定了油库的最终评价得分及油库的安全等级,指出油库存在的安全隐患。对库区设备,采用风险矩阵的方法进行评价,定量分析设备发生原油泄漏的可能性及其后果。评价结果表明,安全检查表的方法较为实用。风险矩阵评价法可得到定量的结果,利用其结果对库区单项设备进行了风险排序,从而指导检测与维护策略。两种方法应结合使用,可进一步提高油库的安全管理水平。开发的油库的风险评价软件,可作为油库风险管理的辅助手段。

Safety Assessment of Petroleum Tank Farm

Abstract:Safety assessment is implemented in a petroleum tank farm using safety check list and risk matrix method. The key points and processes of these two methods are introduced respectively. In safety check list method, the final scores of the tank farm are given through a detail procedure and the safety grade of the tank farm is evaluated according to the final score. The problems in the tank farm safety are also pointed out in the procedure. The risk matrix method is recommended for risk assessment of a single device in the tank farm. The possibility and its consequence of petroleum leakage from devices in petroleum tank farm are quantitatively analyzed. The results show that the safety check list method is practical and risk matrix method is quantitative. The risk assessment can rank the risk of a single device in tank farm, therefore helping to prepare the strategy of inspection and maintenance of the device in the tank farm. The complementarities of these two methods are helpful to the safety management of the tank farm. Software is developed for the risk assessment, which can be taken as a tool for risk management in tank farm.
