| 摘 要： | 环境影响评价(EIA)既是一门技术又是一项制度。科学对环境影响评价的作用同样主要表现在技术和制度两方面:相应的技术规范及替代解决方案使其成为应用科学,而公众参与与制度保证使其成为公民科学。其制度特性较技术性更为基础,更为重要,科学在其中的作用需要更加重视。

| Abstract: | Environmental impact assessment(EIA) is not only a technology but it is also a institution.Science plays a important role in the EIA for technology and institution: the corresponding technical specifications and alternative solutions turn it into the applied science;public participation and institution ensure make it become a citizen science.And its institution is more important than technical basis,so the role of science in the need for more attention for EIA. |
