当前社会发展的新形势对于国有化工企业领导干部安全履职能力提出了新的要求。通过分析当前领导干部履职能力存在的问题、研究社会形势变化带来的影响、对标融合法律法规与企业制度要求,以领导者核心能力体系为基础,构建了国有化工企业领导干部安全履职能力模型,提出了安全履职能力提升的基本策略,为国有化工企业领导干部选拔、能力培养、考核测评提供了针对性的参考与指导。

Discussion on the Strategies toImprove the Safety Performance Ability of Leaders of National Chemical Enterprises under the New Social Situation

The current new social development put forward new requirements for the ability of the leaders to perform their safety duties.This article analyzed the problems existing in the current leaders'ability to perform their duties,the influence brought by the changes of social situation and the requirements of integrating the laws and regulations with the enterprise systems.A model of the leaders'ability to perform their duties was established based on the leaders'core competence system.The basic strategies for improving their ability to perform their duties was proposed which provided reference and guidance for the selection,ability training,assessment and evaluation of leaders in state-owned chemical enterprises.
