旅游度假区环境影响的经济分析

以岳阳南湖旅游度假区为产例，探讨了旅游度假区环境影响的费用效益分析方法，分析时以旅游度假区的环境保护设施建设费及其运行费作为环保费用，以采取环保措施后可避免的旅游业，渔业，房地产业等的污染损失作为环保效益，根据社会折现率折算成现值进行比较。

Economic Analysis on Environmental Impact Assessment of Tourism and Holiday Development Zone

Taking Yueyang South Lake as example to inquire the analytical method of cost and benefit of environmental impact on tourism and holiday development zone (THDZ). In the analysis, the capital and operating and maintenance fees of the environmental protection facilities were regarded as environmental cost, and mitigated losses from tourism, fishery and real estate were regarded as environmental benefit because of the implementation of the environmental protection facilities. The results showed that present-worth value cost (PVC) for environmental protection of the project was 41.690 million yuan (RMB) and that present-worth value benefit (PVB) for environmental protection of the project was 190.011 millon yuan (RMB). The net PV was 148.321 million yuan (RMB), and the ratio of PVC to PVB was about 1:4.558. So the environmental economic benefit of the project was quite good.
