安全生产中的和谐管理及应用

和谐管理在安全生产管理中的应用为安全管理技术的进步提供了新的视角。通过研究和谐管理的基本原理,和谐管理机制以及实际操作方法,建立了和谐管理的构件模型,理清了安全和谐管理的主要素,奠定了和谐安全管理的基本理论。用实际调研后的安全管理实例,分析了安全生产和谐管理的应用,说明安全管理最容易出现的"和则缺失,谐则不规范"与"谐则泛滥,和则不足"两种倾向,解释了实际安全管理中管理主题与管理目标相悖产生的不安全现象,给出了和谐安全生产管理的手段。

Harmonious management and application in work safety

The application of harmonious management in safety production process has provided the new perspective for the safety control. Through the research harmonious managementb basic principle, mechanism, and practice op- eration, established the harmonious management component model, identified the safety harmonious management main essential factors. With the safety control example, analyzed application of safety production harmonious man- agement, explained the reason of easiest to appear two phenomena in practice ： ＂ the Heze deficiency and, Xieze chaos＂ and ＂ Xieze overabundant and, Heze insufficient＂, interpreted the appearance of practical safety problem contributed by ＂contrary to the management themes and goals＂, worked out the way to reach destination of harmo- nious safety management.
