As a source control strategr which poses active reaction to pollution,the cleaner production was echoed by the international community once it was put forward. However, being ultimate implementers, enterprises still suffer from various restraints, which make the promotion of the cleaner production a long and arduous process. The government should create a favorable environment for cleaner production through taking policy tools and encourage enterprises to initiate their own programs of cleaner production.
