| 摘 要： | 笔者首先指出“企业负责 ,行业管理 ,国家监察 ,群众监督”的安全生产宏观管理体制的概念和内容与我国当前的社会主义市场经济发展形势不相适应的问题 ;进而对“安全生产运行机制”概念及其构架进行了论述 ;提出我国应该建立健全的安全生产运行机制应包括 5个方面的子机制 :“国家监督 ,部门责任 ,企业自律 ,职工维权 ,中介服务” ;最后对每一个子机制分别进行了详细的论述

| Abstract: | The current conception and contents of "The Production Safety Management System" in China are no longer compatible to the market economy, so the author suggests to revise and draft a new and rational "Operating Mechanism of Production Safety". This new mechanism should include five elements: supervised by the state, responsible by government agencies, self restrained by enterprises, legal rights defended by staff, and served by intermediary. These five elements are also discussed in detail. |
