论世界银行衡量可持续发展的最新指标体系

本文综述了近年来衡量可持续发展的各类指标体系;对世界银行发布的最新体系,进行了全面的评论,并且由此归纳出该体系的五项优点和两项缺陷。尤其对于新指标体系应用“储蓄率”的消长,去动态地监测可持续发展的过程,给予了高度的评价。此外,本文还对有关的国家排序结果做了相应的对比分析。

THE LATEST INDEX SYSTEM TO MEASURE SUSTAINABLE DEVELOPMENT

The paper consists of four parts: 1. summary of indicators to measure sustainable development in recent five years; 2. the latest index developed by World Bank; 3. a new reak of nations as well as regions according to the national wealth estimated by World Bank in 1995; 4. discussion of World Bank's new system. The World Bank is in the process of developing a new index that measures the wealth of nations by integrating economic, social and environmental factors. Specifically, for the first time, the Bank provides a three-dimensional picture of the wealth of nations as well as regions of the world, rather than the limited, one-dimensional model we have all used until now. By focusing on wealth and "genuine Saving", World Bank is putting into action the concept of sustainable development, and it can be used to monitor dynamically the change of national sustainability. The author has also summed up five advantages and two disadvantages of the Bank's new system.
