| 摘 要： | 根治黄河中游地区严重的水土流失,恢复其昔日良好的生态环境状况,自然条件是具备的,技术上是成熟的。为实现上述目标,在经济上摆脱贫困是前提,选择发展战略是关键。基于上述看法,本文提出了黄河中游地区经济发展战略及农业生产结构调整的基本途径和政策措施。

| Abstract: | Completely controlling the serious water and soil erosion, recovering the excellent past ecological and environmental landscape in the middle reaches of the Yellow River are feasible in terms of natural conditions, and well considered in terms of technology. Economically, getting rid of poverty is the prerequisite, and adjusting the economic development strategies is the crux of the matter. According to the above judgements, this paper has put forward the basic route and policy-oriented measures for the adjustment of the economic development strategy and agricultural production structure in the middle reaches of the Yellow River. |
