摘    要:水质基准与标准是国家环境保护工作的根本,是进行环境管理的重要技术依据。随着我国水环境形势的变化和管理目标的改变,为准确、客观地反映我国当前的地表水环境状况,强化水污染防治,有效引导水环境质量改善的方向,提高水环境管理的效率,要求基于水质基准研究开展《地表水环境质量标准》的修订工作,以满足新的管理需求。预测表明,"十三五"期间我国环保投资将达到约6.8万亿,为达到修订《标准》后的目标,我国水污染防治至少需投资2.04万亿。另外,修订《标准》,将带动工业和城镇水污染防治投资超过一万亿元,能够加快环保产业的技术成果转化与应用推广。水质基准与标准对环保产业创新和社会经济发展具有积极促进作用,将在我国水环境质量改善和科技进步促进方面产生重大而深远的影响。

Abstract:Water quality criteria and standards, the foundation of national environmental protection work, are the important technical basis for environmental management. With the change of national water environment situation and the management objectives, in order to accurately and objectively reflect the current environmental conditions of surface water in China, it is an urgent need that conducting a revision of the "Surface Water Environmental Quality Standards" based on water quality criteria, for which would strengthen water pollution prevention, effectively guide the improvement of water environment quality and improve the effciency of water environment management. It is estimated that environmental protection investment would be about 6.8 trillion RMB during the 13th Five-Year period. For achieving the target of revised "surface water environmental quality standards", at least 2.04 trillion RMB investment in water pollution prevention would be needed. In addition, after the "standard" revised, it would promote more than one trillion RMB investment for industrial and urban wastewater pollution prevention, which could speed up the technological transformation and application for environmental protection industry. Water quality criteria and standards play a positive role in the environmental protection industry innovation and social and economic development, which would have a signifcant and far-reaching impact on the improvement of water quality and the promotion of scientifc and technological advancements in China.
