| 摘 要： | 环境监理作为专业化监理,在建设项目中的作用越来越重要,其管理体系是实施各项工作过程中的组织机构、职责、管理程序、管理及技术方法等构成的整体.文章介绍了环境监理的概念及工作范围,并从环境监理的组织机构体系、管理及技术方法体系、管理程序及体系文件等方面,简要阐述了石油化工建设项目环境监理管理体系的建立.

| Abstract: | As one of the professional supervisors,the environment monitoring supervisors are playing an increasingly more important role in all construction projects.It is an integrity of organizations that managing responsibilities,management procedures and methodologies of management and technique used during projects implementation.This paper introduces the concept and scope of environmental supervision,and concisely demonstrates in the following aspects：organization system,management ＆ technology system,managing procedure and system files. |
