| 摘 要： | 环境执政能力建设是环境保护的重要环节.分析了当前中国环境行政执法中普遍存在的法律法规不完善不配套、环境执法氛围不佳、环境执法成本倒挂和环境执法队伍本身存在的问题和原因,有针对性地提出了加强环境执政能力建设的建议与对策.指出必须尽早完善环保法律法规,适应市场经济的新要求;实施环境责任追究制,提高全社会公众参与程度;制定严厉的环境新政策,解决环境执法成本倒挂问题;加强环保机构基层队伍建设,增强地方环境执政能力.

| Abstract: | Environmental governance plays a critical role in environmental protection.Focusing on the local environmental governance in China,this paper identifies a series of local environmental governance problems that involve incompletion and incompatibility of laws and regulations,unfavorable conditions for environmental enforcement,lower penalty cost associated with higher compliance cost, and inadequate capacity building in local environmental enforcement.Recommendations are made in the following aspects: further improvement in environmental laws and regulations in accordance with the development of market economy;establishment of environmental responsibilities at all levels of the government;increase of penalty cost to strengthen environmental compliance;and improvement of local environmental capacity and governance. |
