在役化工装置安全评价模式的研究

摘    要:根据在役装置安全评价的两类目的,分析现有在役化工装置安全评价模式中存在的不足;提出在役化工装置安全评价的一个新思路和新模式;给出了基于新模式的安全评价程序,并对该评价程序各个步骤及采用的评价方法组合进行了较为详细的讨论,其关键是建立评价指标体系。该评价模式既能查找出装置中存在的具体安全隐患,也能给出装置总的安全评价结论。同时指出,安全评价指标体系的建立和完善应成为安全管理的一项标准化、基础性工作。该评价模式的思路不仅适用于在役化工装置的安全评价,也适用于其他系统安全现状评价,是对进一步完善当前安全现状评价工作的一个有益尝试。

Abstract:Referring to tyro kinds of objectives in safety evaluation of in-service chemical industrial installatian, the deficiencies in current safety evaluation modes for in-service chemical industrial installatian were analyzed. New concept and mode of safety evaluatian were put forward. The safety evaluatian procedure of the new mode was presented. The steps of the procedure and the combination of evaluation methods used were discussed in detail, the key of which is to establish the evaluation index system and the index weights. The evaluation mode not only can find out the hidden danger existing in the installation, but can also reach a conclusion about the installation safety. It is indicated that the establishment and perfection of the safety evaluation index system should be taken as a standardized and fundamental work in safety management. The way of thinking of this new mode is feasible not only in evaluating in-service installation, but also appropriate for evaluating other systems. It is a good attempt in further perfecting the evaluation of current safety situation.
