| 摘 要： | 由于石油行业风险较高,国内外众多的石油企业陆续建立健康、安全与环境(HSE)管理体系。从实际情况来看,HSE管理体系实施与运行的质量还有待进一步提高。基于中国航油某公司体系运行控制实践,探讨Pareto分析法等方法在企业HSE管理体系运行控制中的作用,提出将企业内外3方审核力量,综合运用到体系运行的监测与测量、内部审核与管理评审等环节,将确保最大限度地提高体系运行质量和绩效,确保体系充分发挥作用。

| Abstract: | Petroleum enterprises are a higher risk group,many a such enterprise home and abroad has one after another built a HSE management system.But in general,quality of implementation and operation of HSE management system needs to improve.On the basis of operation controlling practices of HSE management system in a certain corporation under CNAF,contributions methods such as Pareto analysis could make to controlling an enterprise HSE management system operation were discussed.An idea was put forward and demonstrated that three side auditing powers inside and outside the enterprise should be applied together to all links in the chain of controlling operation of the HSE management system. |
