广东省滨海电厂环境成本分析研究

摘    要:根据广东省滨海电厂的类型和污染特点,建立了针对滨海的燃煤电厂、核电厂、LNG电厂的环境成本估算体系,通过采用环境价值标准法、机会成本法、污染损失系数法、模型公式等多种评估方法,估算得出广东省各类型滨海电厂环境成本为:核电0.0341元/kWh,煤电0.03109元/kWh,LNG电厂0.010386元/kWh.结合各类型发电技术的一般成本,得出在综合考虑环境友好性及经济性的情况下,广东省滨海电厂最优的发展选择为核电,其次为煤电,LNG电厂暂时不宜过多地发展.

Abstract:A set of environmental cost calculation system for coastal coal-fired, nuclear power and LNG power plants were built based on the types and characteristics of pollution. Some environmental economics methods, such as standard of environmen-tal value, opportunity cost, pollution loss coefficient and empirical formula, were used to calculate the environmental costs of these coastal power plants with the results as the following, nuclear power 0. 0341yuan/kWh, coal-fired power 0. 03109yuan/kWh, LNG power 0. 010386yuan/kWh. Combined with the general costs of these power plants, the comprehensive costs are as following, coal-fired power 0. 27539 yuan /kWh, nuclear power 0. 2572yuan /kWh, LNG cogeneration 0. 359286yuan/kWh. Based on the above analysis, conclusion is that Guangdong Province should give priority to the development of nuclear power in the coastal area.
