对秦皇岛市“十二五”环境保护规划的几点思考

"十一五"期间,秦皇岛市的环境保护取得了明显的成绩,"十二五"期间,秦皇岛市的环境保护工作仍然面临严峻挑战。因此,应该遵循环境优先、不欠新账、强化治理、机制创新、注重规划衔接等原则,高水平编制秦皇岛市"十二五"环境保护规划,重点落实编制秦皇岛市主体功能区划,深入推进水污染综合治理,建立完善环境保护考核机制,加强环境保护监督管理,明确环境保护重点项目,提高规划的可操作性。

Some Reflections on the Environmental Protection Planning of Qinhuangdao City during National Twelfth Five-Year Plan

During National Eleventh Five-Year Plan,environmental protection work of Qinhuangdao city obtained great achievements,but the work will still face rigorous challenge during National Twelfth Five-Year Plan.Therefore,the rules of environmental priorities,not owing new bills,strengthening the control,innovating in mechanism,emphasizing the joining of the two plannings should be followed when environmental protection planning of Qinhuangdao city is worked out during National Twelfth Five-Year Plan.The planning should emphasize the implementing of the main function zoning programme,deeply pushing on the comprehensive treatment of water pollution,establishing and perfecting performance appraisal mechanism of environmental protection,improving environmental protection management and supervision,making clear the key projects of environmental protection,and improving the accessibility of the plan.
