| 摘 要： | 污水处理行业的技术经济特性决定了污水处理行业政府规制的必要性.明确的规制目标是建立污水处理行业政府规制体制的基本前提.在详细分析了污水行业技术经济特性的基础上,提出了当前污水处理行业政府规制目标,并结合当前污水处理行业政府规制现状,做了相关政策的分析研究,为政府监管规制建设做了有益的探索.

| Abstract: | Technologic and economic character of sewage treatment industry decides necessity of government supervisory rules and regulations for sewage treatment industry.A clear aim of rules and regulations is the base prerequisite to buit government system of rules and regulations for sewage treatment industry,on the base of detailed analysis of technologic and economic characters of sewage treatment industry,the writer puts forward government aim of rules and regulation for present sewage treatment industry,conbines with government present situation of rules and regulations of sewage treatment industry,does analysis and research on the relative policy and has done profitable exploration for government supervisory rules and regulations construction. |
