摘    要:为管控民用机场运行风险,保障人民生命和财产安全,针对民用机场安全管理现状,提出应用MORT方法构建安全管理评价框架。通过层次分析来量化MORT-M分枝(管理控制因素)中各事件权重,建立了一套民用机场安全管理评价指标。

Abstract:This paper is aimed at bringing about its author's thinking mode and a safety management evaluation model of the civil airport regulation and control operations.For the goal of presentation,we have briefly analyzed the CAAC (Civil Aviation Administration of China) official SMS (Safety Management System) and the other related regulations,like the gray cluster evaluation rules,and found the privilege of the so-called Johnson's MORT.As is well known,the Johnson's MORT chart includes about 1 500 basic items that have been arranged into a rather complicated fault tree,whose M-branch (Management Control Factors) tends to be focused on the direct and indirect management faults,for which the evaluation method on the quantitative basis of MORT M-branch has been made highly feasible and easily adoptable.In order to describe the safety evaluation as clear as possible,we have organized a comprehensive table of evaluation indexes consisting of 27 basic events according to the current status-in-situ of the civil airport safety management.Furthermore,we have worked out a fault tree in accordance with the philosophy of MORT M-branches,from which the logical mutual effects of 27 basic events can be deduced.In addition,since the hazardous sources to be identified should be and actually have been made including the lowest elements,it would be likely for too many layers and elements to make the research findings too complicated and impractical.Therefore,the principal method of the given paper is intended to include the following procedures:(1) An expert investigation has been adapted and transferred into a series of hierarchical analysis steps;(2) FAHP and fuzzy identification and determination steps have then been introduced by using a computer software known as YAAHP (Yet Another AHP);(3) We have worked out the weight of each index in the four-layers which can help to build up the framework of the safety management evaluation.By dividing the safety degradation levels and establishing the corresponding computing formula,the evaluation score of a certain civil airport can be made possible to be derived and substituted into the fuzzy recognition domain,and,in turn,it would be made possible for us to find out which subordinate degrees can be attributed to.And,last of all,since the specific evaluation indexes are closely linked with and related to the faults in the different layers and degrees,it would be possible to promote the civil airport safety management through error correction.Thus,it can be seen that this evaluation method can be successfully used to measure the safety management grades of the civil airport both horizontally and historically.
