摘    要:对民航单位的安全信息管理能力进行科学有效的评价有助于提高其安全信息管理水平,进而提升安全绩效。借鉴已有信息管理研究成果,提出基于资源、过程及效果综合视角的民航安全信息管理能力模型,并结合民航单位调研访谈构建了由58个指标构成的初始指标集,通过指标聚类、样本聚类、变异系数3种方法筛选得到32个代表性指标。利用因子分析法、专家打分法、变异系数确定各指标权重,最后通过安全信息管理能力的模拟值与安全现状的相关分析验证各方法的有效性,并确定了评价指标体系。

Abstract:The present paper is aimed at proposing a capability evaluation model for the safety information management of the civil aviation departments based on the study of the related aspects of the comprehensive resources,such as the human resources,material resources,the efficiency in collecting,processing,delivery and feedback,and the safety benefits of the safety information so as to ensure the safety aviation and communication.For the said research purpose,we have collected and built up an initial indexical set group consisting of 58 evaluation indexes on the basis of the previous accumulated studies,with 8 recordings of the expert interview with the 55 data items of the expert evaluation scoring registrations.And,from the above mentioned documents,we have prepared a questionnaire with 285 items of safety information management for the civil aviation management and commanding institutions.And,then,we have chosen 32 indexes by the index clustering,the sampling clustering,and the coefficient variation so as to ensure the typicality and the representative efficacy.Actually,we have worked out 3 sets of index weight systems through the analysis of the influential parameters,the expert scoring and the variation coefficient.Thus,it has been found that it is possible to do the evaluation of the safety information management capabilities of the 285 civil aviation departments by working out the 3 evaluation results through the 3 sets of the indexical parameters.Moreover,the correlation coefficient of the 3 evaluation results can be very high (0.995,0.998,0.993),with the remarkable safety status (i.e.0.499,0.494,0,495) due to the proper choice of the sets of indexical parameter weights of the influential factors.And,finally,we have managed to classify the 32 indicators into five categories (that is,the policy control,the personnel regulation,the quality of the coordination of the systems,processes,effects),in addition to the rationality of the protection of the safety information sources,the concealed rate of the safety information,the serviceability of the safety information system,the collection range of safety information includes voluntary information,the serviceability of the output report of information system,etc.And,therefore,the paper can be expected to set up an efficient implementation sample on the capacity evaluation of the civil aviation safety information management.
