| Abstract: | There were five elements in the system of strategic environmental assessment (SEA), i.e. assessors, the objects, the purpose , the standards and the methods of SEA. The interrelations among those elements were analyzed, so did the relations between each element and the system of SEA. The working procedure of SEA was also introduced. |
