江苏省土地整治时空格局分异及其主控因素

为探索土地整治成效,利用指数分析法、冗余分析法研究了江苏省土地整治时空格局演变及其主控因素。结果表明:①2001-2017年江苏省土地整治建设规模和投资额呈波浪式上升,新增耕地率则持续下降。②空间格局上呈聚集分布,且地域分异显著。③建设规模、投资额和新增耕地面积重心总体上呈由南向北移动趋势。④耕地自然质量等、GDP中"一产"占比、新增耕地潜力、耕地产量和财政转移支付收入是推进土地整治实施的关键因子,其前期受自然条件影响大,后期受经济、政策的影响显著。今后应制定差别化的土地整治政策,以人为本,引导公众参与,完善制度执行框架。

Spatiotemporal Pattern Differentiation and Its Main Influencing Factors of Land Consolidation in Jiangsu Province

Land consolidation was the important measure to utilize farmland sustainably and had a strategic meaning to farmland supplement and rural revitalization.To explorethe efficiency of land consolidation program,based on 1064 land consolidation projects with government financial investment approved by Jiangsu Province during 2001-2017,spatiotemporal pattern of land consolidation as well as its main influencing factorswas explored by the methods of index analysis and redundancy analysis.The results showed that:①the construction scale and investment amount of land consolidation in Jiangsu Province hadincreased in waves from 2001 to 2017,whereas the newly increased-farmland rate continued to decrease.②Spatial pattern of land consolidation in Jiangsu province aggregated.Besides,the regional differentiation was significant.③The gravity center of the construction scale of land consolidation,the investment amount and the newly increased-farmland area in Jiangsu Province moved with an overall trend from South Jiangsu to North Jiangsu and finally stopped at Lixia River plain area.④The key factors which promoted the land consolidation implementation included natural farmland quality,the proportion of the first industry production in GDP,the potential of the newly increased-farmland,the grain productionand the income of the financial transferring payment.A large scale spatial pattern of land consolidation was influenced greatly by natural conditions initially and significantly by economy and policies later.In the future,differentiated land consolidation policy oriented by people with the attraction of the public involvement should be formulated to improve new frame of system implementation.
