基于效益的鄱阳湖流域水生态保护补偿标准计算模型

补偿标准确定是建立生态补偿机制关键，也是生态补偿的重点和难点。针对鄱阳湖流域水资源管理及水权分配以流域水资源四级区为基础的实际情况，提出以流域水资源四级区为计算单元、以水资源四级区各行政区为计算单位、以下泄水资源是否达标作为被补偿与补偿的依据，按照利用某行政区水资源产生效益（或增加利用成本）大小来确定行政区间的补偿量，建立了流域内补偿的鄱阳湖流域水生态保护补偿标准计算模型。并以鄱阳湖流域水资源四级区袁河为例，计算了2008年袁河流域内及其下游各行政区受到（或付出）的水生态保护补偿量。补偿标准计算模型为建立鄱阳湖流域水生态保护补偿机制提供依据，对别的流域确定水生态保护补偿标准具有较好的借鉴作用

CALCULATION MODEL ON THE WATER ECOLOGICAL PROTECTION COMPENSATION STANDARD OF POYANG LAKE BASIN BASED ON BENEFIT

The determination of compensation standard is the key of establishing ecological compensation mechanism and it is difficult and important on ecological compensation.Based on the actual situation of water resources management and water right distribution on Poyang Lake basin which regards the 4th grade area of water resources for this basin as the base,the calculation model of water ecological protection compensation standard for Poyang Lake basin is established.This model regards the 4th grade area of water resources for this basin as the calculation unit,regards every administrative area in the 4th grade area of water resources for this basin as the unit,takes if water resources reach the relevant standard as the evidence of compensation and compensated condition.In this model,the compensation quantity between administrative areas is determined by the benefit through using the water resources of administrative areas or by increasing cost.The water ecological compensation quantity for each administrative area in Yuanhe River basin and its downstream in 2008 is calculated,by the example of Yuanhe River which is the 4th grade area of water resources for Poyang Lake basin.The calculation model for compensation standard provides the evidence for establishing water ecological protection compensation mechanism of Poyang Lake basin.It can be referred for determining water ecological protection compensation standard of other basins.
