沈阳市二氧化硫总量控制对策研究

文章系统分析了沈阳市二氧化硫排放现状,找出沈阳市二氧化硫总量控制中存在的指标分配不合理、减排经济成本巨大、配套政策措施缺失等问题。通过研究国家下达的污染减排行政目标、区域二氧化硫大气环境容量及沈阳市"十二五"经济社会发展需求,从调整和优化产业结构、加快脱硫治理技术开发与推广、完善环境经济政策强化环境监督管理等方面提出了沈阳市二氧化硫总量控制对策,以促进实现沈阳市经济、社会、环境的协调统一发展。

Study on Countermeasures of Total Sulfur Dioxide Emission in Shenyang

This paper systematically analyzes the current situation of sulfur dioxide emission reduction in Shenyang City and identifies the problems such as irrational indicator,huge cost and lack of supporting policies.Through analysis on national administrative goals of pollution reduction,regional atmospheric environmental capacity and economic social needs during the Twelfth Five-year Plan,this paper proposes countermeasures for total sulfur dioxide control by optimizing the industrial structure,accelerating the development and promotion of sulfur treatment technologies,improving the environmental economic policy and strengthening the supervision in order to realize the coordinated development of economy,society and environment in Shenyang.
