本文梳理了海洋空间规划和城市详细规划的发展历程，分析了当前国土空间规划体系对详细规划的要求，从用途管制、陆海统筹、规划目的三个方面探讨了海洋详细规划编制的必要性，从法理逻辑、管理逻辑和技术逻辑三个维度论述了海洋详细规划编制的可行性，并提出了编制海洋详细规划的三点建议。结论认为:编制海洋详细规划对海洋空间资源管理和利用具有重要意义，可针对开发活动比较剧烈的围填海、近岸海域和重点海岛编制。

Discussion on the necessity and feasibility of marine spatial detailed planning

This paper sorts out the history of marine spatial planning and urban detailed planning, analyzes the requirements on detailed planning in the current territory spatial planning system. This paper also discusses the necessity of marine spatial detailed planning from usage control, land-sea coordination, and planning purposes, elaborates the feasibility of marine spatial detailed planning from legal logic, management logic, and technical logic, and offers three suggestions on marine detailed planning compilation. It concludes that marine detailed planning is of great significance to the management and utilization of marine space resources, and could be prepared for reclamation, nearshore, and key islands areas where intense development activities exist.
