基于风险分析的电力企业新业务新业态安全管理模式研究

为解决电力企业新业务新业态现有安全管理模式匹配性不足问题，以国内某电力企业为例，从业务、所有制、组织模式及地域4个维度分析公司新业务新业态风险及责任,提出4项安全管理策略,完善新业务新业态安全责任清单，制定分类分级管理规范。提出适用于电力企业新业务新业态的“4411”安全管理模式，形成闭环安全管理机制。研究结果可为国内其他企业开展新业务新业态安全管理提供参考和借鉴。

Research on safety management mode of new business and new formats in electric power enterprises based on risk analysis

In order to solve the problem of insufficient matching of existing safety management modes for the new business and new formats of electric power enterprises,taking a domestic electric power enterprise as an example,the risks and responsibilities of new business and new formats were analyzed from four dimensions of business,ownership,organization mode and region,and four safety management strategies were put forward.The list of safety responsibilities of new business and new formats was improved,and the classification and grading management norms were formulated.A“4411”safety management mode being suitable for new business and new formats of electric power enterprises was proposed,and a closed-loop safety management mechanism was formed.The results can provide reference for other domestic enterprises to carry out the safety management of the new business and new formats.
