Population is the most fundamental factor in the big system of population,resources and environment.Excessive population growth will directly add more pressure to resources and environment,and effect the improvement of population quality.So,longterm persistence in practising family planning is the important guarantee for the coordinative development of population,resources and environment.Therefore,we must unify our understanding,enhance our sense of crisis and the sense of duty in population control,practise the responsibility system of management of objectives in population and family planning,do well the work of rural family planning in a solid and safe way and make concerted efforts to insure the accomplishment of population planning.
