| 摘 要： | 生态建设的本质和能力核心就是生产要素筹集配置能力和工程技术能力，因此生态建设受人力资源素质影响极大。文章揭示了生态建设中的人力资源规律和时空动态，剖析了人力资源在生态建设中的地位，作用、特点、属性，以及人力资源开发的影响因素，难点、重点、策略和措施。 |

| Abstract: | The state of human resources' quality critically affected by ecological construction because the nature and capabilities core of ecological construction were capabilily of rarieing and collcating prouduce factors and engineering technique.This paper posted rule,time and space dynamic state of ecological construction human resource,analyzed role,statue,action,characters of human resource during ecological construction and effecting factors,difficutlty,emphases,strategies and measures of human resources development. |
