城市道路交通应急警力配置模型研究

摘    要:为实现区域性的紧急交通事件的快速疏导与救援,进行科学合理的调度警力,提出应急警力配置模型。该模型基于图论原理构建原始问题的拓扑结构,利用遗传算法求解。通过该模型的求解可以得出应急警力布点的最优配置,以满足在给定警力数量的情况下应急警力能够在指定时间内到达辖区内可能发生交通事件的任意应急点,并结合算例对该模型进行验证。结果表明:在满足模型要求的假设条件下,利用MATLAB软件结合遗传算法,可以最终获得优化的警力配置方案。因此,基于图论与遗传算法相结合构建的城市道路交通应急警力配置模型,可以实现公安警力救援的优化调度,进一步实现科学而高效率的救援。

Abstract:Dispatching the police forces scientifically is very important especially to the regional urban traffic emergency succor.The model of emergency police distribution is established by constructing the topological structure of the original problem and genetic algorithm solving.Then the optimal disposition of emergency police could be obtained by solving this model.Therefore,the police can reach any place where may occur traffic incident within the specified time under a given number of policemen.The feasibility of this model is demonstrated with an example.The results show that the optimal proposal for emergency police distribution can be obtained by means of MATLAB software and genetic algorithm under the assumed conditions,and the model can realize the optimal dispatch of police forces so as to fulfill a high efficient emergency rescue.
