摘    要:将松花江流域划分为27个控制单元,分析各控制单元水环境与水污染现状,筛选水域敏感性强、水质超标严重、排污强度大的控制单元作为优先控制单元,形成松花江流域水污染防治重点区域;结合全流域水污染防治重点问题及领域,确定各优先控制单元重点治污方向,形成松花江流域"十二五"水污染防治重点。结果表明,松花江大庆市段、松花江哈尔滨市段、伊通河长春市段、嫩江齐齐哈尔市段、嫩江松原市—白城市段、饮马河长春市—吉林市段6个控制单元为松花江流域重点治污区域,涉及大庆市、哈尔滨市、长春市等重点城市点源治理、齐齐哈尔市农业种植结构调整、环境风险防控等重点治污方向。

Recognizing the Key of Water Pollution Control of Songhua River Basin by Control Unit
Abstract:Songhua River basin is divided into 27 control units. Fi~t, we analyze the present situation of water environment and water pollution in every control unit, select the control unit which has the characteristics of intense water sensitivity, serious exceeded quality or great discharge intensity as preferential control unit, form key areas of water pollution control of Songhua River basin. Then according to key problems and fields of Songhua River basin, we identify key pollution control directions of each control unit, form the key of water pollution control of Songhua River basin of "the 12'h five-year plan". The results show that the key areas of water pollution control of Songhua River basin are six control units , namely the Daqing section of Songhua River, the Harbin section of Songhua River, the Changchun section of Yitong River, the Qiqihar section of Nen River, the Songyuan-Baicheng section of Nen River and the Changchun-Jilin section of Yinma River, which involved in several key pollution control directions, such as point source treating in Daqing, Harbin and Changchun, agricuhural planting structural adjustment and environment risk control in Qiqihar, and so on.
