| 摘 要： | 本文基于我国南方冰雪灾害的现状，对我国生命线工程系统的防灾减灾情况进行了分析。认为在可以预期的未来，我国生命线工程基础研究将会得到很大的发展。进而提出城市生命线系统的防灾减灾包括工程措施和非工程措施，两种措施功能各不相同，不能互相替代。最后从综合防灾减灾出发，给出城市生命线系统安全监管的科学创新模式。
