Application of Reason Model to Air Traffic Control

The deficiencies of Reason model,human factors analysis and its classification system are pointed out.Reason model is amended.The paper builds an analysis framework of air traffic control according to the reality of civil aviation sector,discusses the deficiencies from 4 layers including lapse of defense system,unsafe acts,preconditions of unsafe act,lapse of management,and provides a detailed case analysis as well.The research is helpful to investigate and analyze the various causes of unsafe events in civil aviation,and provides clews for the hazard identification in safety management.
