| 摘 要： | 运用工程项目管理理论和风险管理理论,通过规范分析和实证分析相结合的方法,结合我国石油储备库建设项目的实际情况,分析石油储备库建设的必要性及建设项目全过程的生产安全风险因素,研究石油储备库从项目立项、设计、施工及运行期间的安全风险管理,提出应采取的风险对策措施,构建大型石油库建设项目风险预警及应急管理体系,以期保证石油储备库建设项目全过程安全。
